In a report recently released by the Brookings Institution, Alejandro J. Ganimian, Emiliana Vegas, and Frederick M. Hess draw on a theoretical framework developed by Deborah Ball and David Cohen in their 1999 report Instruction, capacity, and improvement. In Realizing the promise: How can education technology improve learning for all?, Ganimian, Vegas, and Hess use the framework of the instructional core to consider the interconnectedness of content, educators, learners, and parents in the deployment and use of education technology. They argue that “the failed school-improvement efforts in the U.S. that motivated Cohen and Ball’s framework resemble the ed-tech reforms in much of the developing world to date in the lack of clarity improving the interactions between educators, learners, and the educational material.”
